This means

Licensed cannabis processors are prohibited from selling or purchasing any psychoactive drug product that has been legally manufactured by a licensed cannabis grower. Although the LCB’s interpretive/advisory statements are not laws, they do help to clarify the LCB’s interpretation of its governing statutes and laws. The LCB’s ability to target infractions of those rules remains to be seen, but for the time being, the LCB aims to enforce the difficulty from an “education-first viewpoint” to help licensees in achieving compliance.

Therefore, according to the Washington State law:  

Delta-9 is only available in oils, tinctures, edibles, and other hemp-derived goods. On a dry weight basis, D-9 THC levels in all CBD products must not exceed 0.3 percent.
